The governor's 2024-25 budget proposal calls for $3 billion in new spending to address this issue.
Governor Shapiro's criticism stems from a Commonwealth Court decision last year, which declared that Pennsylvania's method of funding schools primarily through property taxes is inequitable and therefore unconstitutional. Rep. Maloney acknowledged the validity of this ruling, stating, "Shapiro was referring to a Commonwealth Court decision last year which declared Pennsylvania's system of funding schools primarily through property taxes is unconstitutional because it is inequitable."
In response to these concerns, Rep. Maloney highlighted a constitutional amendment that was overwhelmingly approved by the people of Pennsylvania in 2017. This amendment aims to provide a 100% exclusion on property taxes for a person's homestead or farmstead. According to Rep. Maloney, any plan to rectify Pennsylvania's inequitable and unconstitutional property tax scheme must fully apply this amendment.
