Governor Josh Shapiro's recent state budget address has sparked controversy over a proposed land transfer involving Pennsylvania State Game lands. The plan involves transferring 391 acres of hunting land from the Pennsylvania Game Commission (PGC) to the Department of Conservation and Natural Resources' (DCNR) Lehigh Gorge State Park.
Travis Lau, a spokesperson for the PGC, stated on February 10 that the proposal includes a land exchange with DCNR. "The particulars haven’t been finalized, but we are working with them on it," Lau mentioned.
Representative David Maloney Sr., who represents Berks County, raised concerns about whether any studies or surveys have been conducted regarding stakeholders' opinions, particularly those of Pennsylvania hunters. He expressed his apprehension about the diversion of federal Pittman-Robertson funds, which he claims is illegal. Maloney noted past instances where sportsmen were allegedly disrespected and emphasized that taking hunters' money and land without proper justification is unlawful.
The United States Fish and Wildlife Service has warned that if the PGC loses control over license revenue or uses it for purposes unrelated to its administration, it could become ineligible for Pittman-Robertson-Wildlife Restoration Program funding. The PGC's fact sheet further clarifies that diversion of these funds for non-hunting-related activities is prohibited.
Governor Shapiro now faces the task of explaining how this proposed transfer does not violate federal law under the Pittman-Robertson Act before seeking approval from the General Assembly.
Maloney also highlighted issues within the current system for selecting commissioners, which involves a group known as the Governor’s Sportsmen Advisory Council. He advocates for House Bill 746, which would allow hunters to elect their own commissioners across nine districts in Pennsylvania. This change aims to give hunters more influence in decision-making processes related to game lands management.
