Public Comment Instructions:
Citizens desiring to address Council on the hearing topic may do so by providing notice verbally or in writing by providing their name and address to the City Clerk any time before 5:00 p.m. on the day of the scheduled hearing or by registering on the Sign-in Sheet available in Council Chambers. Any person who fails to sign in with the City Clerk shall not be permitted to speak until all those who signed in have done so. Those testifying must limit their comments to three minutes. Citizens may also choose to submit written public comment via letter or email by sending a letter or email clearly marked “public comment” by 4:00 p.m. on the day of the meeting.
I. Call to Order & Purpose
The purpose of this evidentiary hearing is to review the Certificate of Insufficiency issued to We The People for the petitions submitted to seek a Charter amendment to add a new section to Charter Article XI regarding Freedom from Toxic Trespass, as per Charter Section 1105 b.
- 1105. Initiative and referendum; procedure after filing.
(c) Court review; new petition. A final determination as to the insufficiency of a petition shall be subject to court review. A final determination of insufficiency, even if sustained upon court review, shall not prejudice the filing of a new petition for the same purpose.
