Scott Martin, a state senator for Pennsylvania, announced that the Senate has passed his bill aimed at strengthening protections against AI-generated child exploitation materials. This statement was made on the social media platform X.

“The Senate unanimously passed a bill today I authored,” said Scott F Martin, Pennsylvania State Senator from 13th District (R). “To better protect kids against the threat of AI-generated child sexual abuse material. With Sen. Pennycuick and Sen. Lisa Baker.”

AI-generated child sexual abuse material (CSAM) is becoming an increasing concern as advancements in generative technology enable the creation of realistic synthetic images. Lawmakers across the United States are working to criminalize such content and address legal loopholes that previously only covered real photographs.

According to the National Center for Missing and Exploited Children (NCMEC), there was a 120% increase in incidents involving AI-generated child sexual abuse material in 2024. This statistic highlights the urgency of legislative responses like Pennsylvania’s new bill. The center continues to advise policymakers on preventing digital exploitation.

The unanimous passage of Martin’s bill by the Pennsylvania Senate is part of a broader state-level effort to enhance cybercrime laws. Similar measures have been enacted in Texas, Florida, and Virginia, where enhanced criminal penalties for digital abuse have been implemented to assist law enforcement in tracking offenders more effectively.

Martin represents Pennsylvania’s 13th District and serves as Chair of the Senate Appropriations Committee. He is a former Lancaster County Commissioner and is recognized for his leadership on initiatives related to education, child welfare, and public safety.
