Scott Martin, the state senator for Pennsylvania District 13, announced that the newly passed public safety legislation backed by Senate Republicans emphasizes immigration enforcement, bail reform, and harsher penalties for fentanyl offenses. The statement was made on X.
“ICE notification for defendants here illegally,” said Martin, Pennsylvania State Senator from 13th District (R). “Tougher bail conditions. Heavier penalties for fentanyl dealers. Public safety legislative package championed by Senate Republicans.”
In April 2025, the Pennsylvania Senate passed Senate Bill 471, a Republican-sponsored measure mandating that prosecutors notify U.S. Immigration and Customs Enforcement (ICE) when a criminal defendant is identified as unlawfully present in the United States. The bill, which passed with a 31–18 vote, aims to ensure that undocumented immigrants who commit serious crimes are transferred to federal custody for removal proceedings. This legislation is part of a broader Republican-led public safety initiative, which also includes efforts to restrict bail options for certain defendants. These measures have sparked debate over their potential impact on immigrant communities and the discretion of local law enforcement.
According to state reports from 2023, Pennsylvania recorded 4,721 drug overdose deaths, with 82% being opioid-related and 76% involving fentanyl. This equates to approximately one Pennsylvanian dying from a drug overdose every two hours. The high prevalence of fentanyl in overdose cases underscores the severity of the opioid crisis in the state.
Bail reform policies vary across U.S. states, with some implementing significant changes to pretrial detention practices. For instance, New York’s bail reform enacted in 2020 led to a substantial decrease in the jail population, with some counties experiencing reductions of over 50%. However, these reforms have also prompted debates regarding public safety and the balance between reducing incarceration rates and ensuring community protection.
Martin is a Republican member of the Pennsylvania State Senate representing the 13th Senatorial District since December 1, 2016. He currently serves as Chair of the Senate Appropriations Committee and is part of the Senate Republican Leadership team. Martin has previously chaired the Senate Education Committee and the Senate Local Government Committee, focusing on policies that aim to improve the quality of life for Pennsylvanians.
