Scott Martin, a State Senator from Pennsylvania, said that new legislation will enhance the tracking of sexual predators targeting children by strengthening the sex offender registry. His remarks were made on X.

“Great news for public safety: my bill with Sen. Lisa Baker to strengthen PA’s sex offender registry is now LAW,” said Martin, Pennsylvania State Senator from 13th District (R). “The bill will ensure sexual predators targeting children are properly tracked. Grateful for Senator Baker’s leadership on this issue as Judiciary Committee Chair!”

Recent changes to Pennsylvania’s sex offender registry law were enacted following a 2023 state Supreme Court decision affecting retroactive registration and federal Sex Offender Registration and Notification Act (SORNA) compliance. According to PennLive, lawmakers amended the statutes to maintain federal funding and improve public notification, sparking debate over child protection and how best to balance public safety with rehabilitation.

According to the Pennsylvania State Police, there are approximately 23,000 registered sex offenders in the state as of 2024. Compliance rates exceed 95% due to expanded electronic monitoring and mandatory annual in-person verification, reflecting increased enforcement since 2022.

The U.S. Department of Justice reports that Pennsylvania’s sex offender registry system is stricter than many states. It requires all offenders to verify their information in person and maintains a comprehensive online database. These practices result in higher compliance and more public access compared to states that rely on less frequent mail-in updates or partial registries.

Martin is a Republican state senator representing Pennsylvania’s 13th District. He currently chairs the Senate Judiciary Committee and is recognized for his legislative work on public safety, criminal justice reform, and strengthening sex offender registry laws, according to his official Senate biography.
