Scott Martin, a state senator from Pennsylvania, announced that a newly passed bill mandates the completion of the Free Application for Federal Student Aid (FAFSA) to help families access more education and job training options. This statement was made on X.
“ICYMI: The Senate passed my bill this week to expand education and job training opportunities to more Pennsylvania families through universal completion of the Free Application for Federal Student Aid (FAFSA,” said Martin, Pennsylvania State Senator from 13th District (R).
In an effort to expand access to student aid, Pennsylvania lawmakers recently passed legislation requiring high school seniors to complete the FAFSA before graduation. According to the Pennsylvania Senate Republican Caucus, the bill—sponsored by Senator Martin—allows families to opt out but aims to remove barriers to college funding by increasing FAFSA awareness and participation. The mandate will take effect in the 2025–26 academic year and reflects broader efforts to bolster educational access and workforce development.
As of 2025, the FAFSA completion rate among Pennsylvania high school seniors has dropped to just under 50%, down from 51.8% in 2024, according to data cited by the Pennsylvania Senate Republican Caucus. This downward trend has fueled concern among policymakers who argue that reduced application rates could limit access to federal and state financial aid. The decline has been a key driver behind the push for mandatory FAFSA filing legislation statewide.
States that enacted mandatory FAFSA completion policies have seen significant gains in educational participation and aid access. According to the Southern Regional Education Board, Louisiana’s completion rate increased dramatically after implementing a FAFSA requirement, with Alabama and Texas showing similar trends. These improvements suggest that compulsory FAFSA policies can help boost college and job training enrollment, especially in underserved communities.
Senator Martin represents Pennsylvania’s 13th District and serves as Chair of the Senate Appropriations Committee, overseeing the state’s budgetary priorities.
